Proposed Evaluation Criteria :
We establish a common working group consist of ANDMA general director, head of policy dept. and a lawyer, from ARSC SG, head of DM dept. and a lawyer) to carry out regular consultations in order to strenghthen our cooperation in the areas of legal framework such as IDRL guidelines implementation, DRR Legislation, Transitional Shelter and to study actual and future humanitarian challenges.

The Government and National Red Crescent Society of Afghanistan pledge to confer regularly between the 31st and 32nd International Conferences of the Red Cross and Red Crescent on issues related to disaster laws. Through this consultation, the Red Crescent Society of Afghanistan pledges to provide the Government with the full benefit of its experience and advice as needed to support the Government’s efforts to improve and strengthen its legal and policy frameworks.
1. Legal preparedness for international disaster response
The Government and the National Red Crescent Society of Afghanistan pledge to:
Collaborate over the next two years to review and assess domestic laws, procedures and institutional frameworks for international disaster response in light of the Guidelines on the Domestic Facilitation and Regulation of International Disaster Relief and Initial Recovery Assistance, in order to determine whether any elements can be strengthened.
2. Enhancing disaster risk reduction through legislation
The Government and National Red Crescent Society of Afghanistan pledge to collaborate over the next two years to assess and draft a legislation in promoting disaster risk reduction activities at the community level and in empowering communities to become involved.
3. Addressing regulatory barriers to emergency and transitional shelter
The Government and National Red Crescent Society of Afghanistan pledge to collaborate over the next four years to review and assess the potential regulatory challenges that might impede rapid and equitable shelter solutions to those displaced by natural disasters in their country and to promote dialogue on practical solutions.
